(May 2018) Sixteen state agencies reviewed by the Efficiency Project in 2016 have adopted Recommendation No. 3, which called on agencies to develop strategic plans and post them online in a format “accessible to citizens.”

 

The Project noted the lack of strategic plans “runs counter to a Government Finance Officers Association recommendation that “all government entities use some form of strategic planning to provide a long-term perspective for service delivery and budgeting, thus establishing logical links between authorized spending and broad organizational goals.”
